The subject
site is on Beqa Island which lies off the south coast of Fiji's main island
of Viti Levu, about 7.5km off Pacific Harbour. The island's nine villages
are located along the coast, and transport is mainly by boat. There are
no roads, although a narrow footpath winds around parts of the island. The
site is within a radius of half kilometer from Naceva Village which faces
the Southerly winds. The subject site is also a few kilometers away from
the highest mountain on Beqa Island, called Uluinakorovatu, where the first
World War American Troops climbed to spot any Japanese ships arriving. Beqa
Island is in the vicinity of the world renowned Beqa Lagoon famous for its
underwater playground in the centre of the Pacific Ocean and is about 103
million square miles in size. It is an extinct volcanoe crater with a 40
mile ring reef formed on the lip of the old crater. A habitat is favourable
to great displays of colorful soft coral and sea fans and it provides breathtaking
snorkeling, diving and surfing.

The subject
site is covered with light shrubs and swaying coconut trees together with
other tree crops such as ivi, breadfruits and mangoes. Its topography is
generally flat from highwater mark to about 30 meters before it slopes inland.
The site is ideal for tourism development as it enjoys a good beach frontage
of approxiametly 70 - 80 meters with clear, clean crystal water and overlooks
Ugaga Island which accommodates a 5 star resort across the bay. The people
of Beqa are also known for their historical firewalking. Onoila at Sunset
is very beautiful and relaxing, a getaway from the noise and the busy life.

The Fiji
islands are also known for the Hub of the South Pacific as we are located
between Hawaii and Australia. Fiji is served by both international and domestic
air services. The two international arrival points are Nadi, on the western
side and Nausori on the East Coast of Viti levu near Suva. You can get to
Nadi Airport from most parts of the world with air carriers such as Qantas,
Air Pacific, Virqin Blue, Korean Airlines and Air New Zealand. Once at Nadi
International Airport, you can catch a tour bus or a rental car to Pacific
Harbour which is about a 2 and a half hour drive. At Pacific Harbour you
will then need to catch a boat to Beqa Island which takes approxiametly
an hour to the subject site. |

The
mataqali (Mataqali Matarua) or the clan members has secured
a 50 year lease and is seeking a joint venture on a 50:50 basis subject
to negotiations. If required by a successful joint venture partnership,
the term of the lease can be increased to 99 years. The current terms and
conditions are outlined below which has to be considered with a successful
joint venture partner.

|
- Area - 8 acres (subject
to survey);
- Term - 50 years;
- Effective date - 1st
January 2005;
- Rent - $500.00 (FJD)
per annum for the 1st five (5) years thence shall be based at 3% of
Gross Receipts from 1st January 2010 or a minimum rent to be assessed
whichever is greater;
- 25% of Gross Receipts
from any sub-lease, license, concessions, timeshare or water rights
usage.
There are also other Special
Conditions as follows:
- If the Lessee decides to alienate the
said lease whether by sale or transfer during the term of the lease
then the lessee shall pay to the lessor a sum equivalent to 10% of the
total consideration or sale price;
- If this lease entity enters into a joint
venture or partnership with any 3rd party thence it must at all times
respect the rights of the landowners;
- The Lessee at all times must comply with
any bonafide requirements on the commercial usage of surfing, diving,
snorkelling and any other water activities to the traditional owned
of the fishing ground or Qoliqoli;
- In addition to sub-paragraph (b), if
the lessee entity sells or assigns to a 3rd party thence that new entity
must provide an annual grant of the minimum of $10,000.00 per annum
towards an education trust fund for the Mataqali Matarua members (landowners).
